Just spoken to Rambo and if you're coming from Torbay side, take the road to Asburton from Newton Abbot, just BEFORE you join the A38, take the slip road to the right (signposted Sigford) and cross the junction (careful!) proceed up a narrow lane and at the top is a crossroads which is ... Cold East Cross!
